2009/2010 IDP & Budget Passed

Council of the Nelson Mandela Bay Municipality today passed its
Integrated Development Plan & budget for the 2009/2010
financial year. The adoption of the IDP was unanimous. The passing of
the IDP & budget follows an extensive consultative process
which sought to prioritize the delivery of a pro-poor and balanced
budget which speaks to the developmental needs of Nelson Mandela Bay
residents.

Speaking before the adoption of the IDP & Budget, The Executive
Mayor, Councillor Nondumiso Maphazi expressed her satisfaction with the
budget and thanked the public, Councillors and officials for their
participation in the IDP & budget processes. In his address,
the Deputy Executive Mayor, Councillor Bicks Ndoni said that the
adoption of the budget was initially postponed so as to examine whether
the then proposed budget decisively addressed the huge imbalances among
the Metro’s wards.’ Today’s amended budget reflects the outcome of this
process and there can be little doubt that the budget duly addresses
such imbalances so that we ensure a better life for all’, he said.

Addressing Council, the Chief Whip, Councillor Chippa Ngcolomba also
hailed the significant progress made so far in skewing the budget
towards the poorest of the poor in Nelson Mandela Bay. ‘The mandate of
the ANC in this regard was to ensure that at least 80% of the Capital
Budget is allocated to disadvantaged communities, and this mandate has
been achieved. ‘The public will note that the ruling party ensured that
no ward in a previously disadvantaged area receives anything less that
10 million for capital projects, he added.

The budget passed today amounts to R 7.619 billion of which R 5,3
billion is budgeted for operational expenditure while R 2,339 billion
is set aside for capital expenditure. Approximately 54% of the total
budget is to be spent on Service Delivery and Infrastructural
Development, just over 70% of capital expenditure is to be spent on
this IDP priority. Of the R 1,18 billion ward- based expenditure, some
85% is to be spent on wards in the disadvantaged areas.
