Statement by the Acting Municipal Manager, Elias Ntoba on the SAMWU Strike

www.MyPE.co.za: The
South African Municipal Workers Union (SAMWU) nationally embarked on an
indefinite strike action with effect from Monday, 12 April 2010. The
strike action is about two issues that fall within the authority of
national negotiations, namely: (a) the manner in which salary scales of
municipal employees should be determined taking into account the
different categories of municipalities, and (b) the use of external
lawyers in misconduct and disciplinary hearings involving municipal
employees.

In respect of the afore-mentioned, the Nelson Mandela Bay Municipality
is constantly interacting with the South African Local Government
Association (SALGA) with the view to ensuring a speedy resolution to
the impasse.

Whilst we fully recognize that this is a protected strike we do,
however, condemn acts of vandalism, intimidation, and trashing of
streets that have characterized the strike action so far. We call upon
the striking employees to conduct themselves in a manner that accords
with legitimate and peaceful strike action.

With regards to municipal services, the Nelson Mandela Bay Municipality
is making every effort to ensure that services are rendered to the
public. With regards to refuse collection, the NMBM again advises
residents to either hold on to their domestic waste until the next
collection cycle or deposit the waste at any of the NMBM transfer
stations or landfill sites within close proximity of their residence.

For payment of municipal services, apart from the Customer Care Centres
situated across Nelson Mandela Bay, the public can pay at any Post
Office, via IVR (pay by phone), by way of a bank or employer/salary
stop order, by way of debit order and via Internet banking.

The NMBM continues to provide Primary Health Care (PHC) Services to all
residents – however, in instances where certain PHC facilities are
affected, residents are advised to access one of the 24 hrs facilities
or the nearest hospitals.

The Nelson Mandela Bay Municipality is committed to effective service
delivery and will, on a regular basis, advise residents of any
developments that might affect service delivery.

We take this opportunity to apologise to all residents and stakeholders
for any inconvenience caused. We are hopeful that the impasse will soon
be resolved.

“The violence, intimidation and ill-discipline associated with the
municipal workers’ strike are completely unacceptable. PERCCI supports
the right to strike and recognises that this is a protected strike.
However, it is imperative that the strikers recognise the rights of
their fellow employees and the citizens of this metro too. Their
actions this week show no respect for the rights of others and are
seriously disruptive to the economy of this city.

We are deeply concerned at the potential negative impact on the city’s
services and we urge all parties to engage and find a suitable
resolution.”
